A few days before Congress adjourned, the President made another butunsuccessful effort to dispose of the slavery question, by trying toinduce the border States to take the initiative in his plan ofcompensated emancipation. The interview between him and therepresentatives of the border States, which took place on the 12th ofJuly, convinced him that the project of voluntary emancipation by theStates would not succeed. Were it commenced by one or more of theStates, he had little doubt it would be followed by others, andeventuate in general emancipation by the States themselves. Failing inthe voluntary plan, he was compelled, as a war necessity, to proclaimfreedom to all slaves in the rebel section, if the war continued to beprosecuted after a certain date. This bold and almost revolutionarymeasure, which would change the industrial character of many States, could be justified on no other ground than as a war measure, the resultof military necessity. It was an unexpected and startling demonstrationwhen announced, that was welcomed by a vast majority of the people inthe free States. In Congress, however, neither this nor his project ofcompensated emancipation was entirely acceptable to either the extremeanti-slavery or pro-slavery men. The radicals disliked the way in whichemancipation was effected by the President. But, carried forward by theforce of public opinion, they could not do otherwise than acquiesce inthe decree, complaining, however, that it was an unauthorized assumptionby the Executive of power which belonged to Congress.

Meanwhile the keeper kept his eye on every movement of Brinton. He washis shadow. When he was not occupied with the master, he was lookingafter the animals. Reciprocity of kindness is a principle of naturewhich Rounders had observed, and in which he had some faith, notwithstanding the pessimist views of Brinton. He began byfamiliarizing Brutus with the sight of his face, person, and voice. Hespoke to the animal in the most sympathetic accent of which he wascapable. He hung round his cage as long and as often as his duties wouldpermit. He reached the point of cajolery, and assumed friendship, as:

From the Conejos river, in Colorado, one continuous sheet of lava coversthe face of the country to the south, for eighty miles unbroken; andthen for fifty miles further is now exhibited in outlying areas anddetached masses, separated from the main body by the exercise of thepower of erosion through prolonged ages. One hundred and thirty miles inlength, and perhaps thirty in breadth at its widest, the area of aprincipality lies swallowed up for ever. From craters existing probablyin the San Antonio mountain and in the Ute Peak, near the boundary ofColorado, and possibly from other centres, this flood poured over theland. Reaching to the east, it was checked by the mountains of theSangre de Cristo range; flowing to the west, the mountains and hills ofthe main divide, and the spur now between the Chama and the Rio Grande, limited its extent. To the south it was deflected westwardly by the spurof the mountains called the Picuris range, some fifteen miles south ofTaos. Protected by this spur, we find the east bank of the Rio Grandefor many miles free from the flux. Confined on the west by the slopes ofthe Jemez mountains, the breadth of the field is narrowed. But from thevillage of San Ildefonso to Pena Blanca, we find the lava on both sidesof the Rio Grande, spreading to the east as far as the Santa Fé creek.Secondary centres in the Jemez mountains possibly contributed to thisextension, but the main force of the eruptions was probably felt furtherto the north. However, in this vicinity the edges and extremity of thefield have been reached, and there has been so much erosion in placessince its deposition, that outlying masses, as in the bluffs to the westof San Felipe, alone remain. Throughout the whole region thus depicted, the lava field is the great and controlling element. The streams thathave eaten their way through it with untold difficulty are found innarrow and deep cañons having no land for cultivation. A dangerous featfor man to descend these precipices, the passage by an animal of burdenis almost impossible. The Rio Grande passes for eighty miles or morethrough its black abyss, with walls of seven or eight hundred feet inheight, crowned with perpendicular cliffs of solid lava, two and threehundred feet high. Throughout the whole region there is no agriculture.

The French government has placed on the top of the Puy de Dome ameteorological observatory, which, as that is the highest land inFrance, answers to our stations on Mt. Washington and Pike's Peak. Itis, however, constructed in a style very different from those somewhatforbidding abodes. At the top is an observatory tower, placed on aplatform, and upon this is placed the anemometer, especially constructedto withstand the force of the storms. Within the tower is a well holefifty feet deep, which leads to a tunnel more than a hundred feet long,at the end of which is placed the keeper's house. This is a massivebuilding, situated a short distance from the top, where it is partlyprotected by rocks. The whole work cost $45,000, and $20,000 more willbe spent in supplying it with apparatus.

A cursory reading of the narrative will convince any one thatits purpose is not to enlarge men's views of nature, but toteach them something concerning nature's God. It says nothingabout the forces of nature, the laws of nature, theclassifications of natural history, or the size, positions, distances, and motions of the heavenly bodies. From first tolast, every phenomenon and every law is linked immediately tosome act or some command of God. It is God who creates, God whocommands, God who names, God who approves, and God who blesses.Strike out the allusions to God, and the narrative ismeaningless. Clearly it was never intended to teach science. Ithas obviously one purpose, to reveal and keep before the mindsof men the grand truth that Jehovah is the sole Creator andLord of the heavens and the earth; and it leaves thescientific comprehension of nature to the natural powers withwhich God has endowed man for that end. 041b061a72
